Law and Advocacy

The Law and Advocacy Division serves as an information and advocacy conduit to and from members on matters of legal, legislative, and regulatory concern to Maryland physicians and analyzes public policy issues affecting physicians and health care.  The Division ensures that members are kept informed of legal and regulatory changes affecting the practice of medicine and spearheads advocacy efforts directed at government agencies and business entities regarding developments in these areas.  In addition, the attorneys assigned to the Division provide general legal services to MedChi.

Advocacy is important because legislators depend on subject matter experts, like you, to create effective policy and legislation.  Because health care policy touches everyone, regardless of age, gender, or political leanings, it is critical that physicians are engaged and can educate legislators on the unseen effects of their proposed policies.

How can you get involved?

  1. Become a member of MedChi’s Legislative Council so that your voice is heard.
  2. Donate to the Maryland Medical Political Action Committee to support legislators who prioritize health care.  For more information, you can click here.
  3. Contact your legislators about the issues that matter most to you and your patients.  Visit the Legislative Center here.

Legislative Office

The Legislative Office, located close to the Maryland State House in downtown Annapolis, coordinates MedChi's legislative activities, working closely with MedChi's lobbying team and and physician activists to ensure that the voice of MedChi and Maryland physicians is heard in the General Assembly.  The Legislative Office produces a weekly Legislative Update while the legislature is in session, arranges for physician testimony on bills, and staffs the meetings of the MedChi Legislative Committee.  Reach the legislative office by e-mail or by phone at 410-539-0872 ext. 6001.  Click here for details on MedChi's Legislative Council and Archives from years prior.

Physicians, have you signed up to be "Physician of the Day" in Annapolis during the 2019 Legislative Session?

MedChi schedules physicians to volunteer as "Physician of the Day" in the First Aid Room in Annapolis for the upcoming 2019 Legislative Session.  The First Aid Room, located in the State House, is equipped with oxygen, a hospital bed, wheelchair, crutches, thermometers, stethoscope, and a blood pressure cuff.  There are also a variety of over-the-counter medications provided including aspirin, cough and cold preparations, and antacids.  A nurse is also on the premises every day to assist the Physician of the Day, giving the physician more time to spend in the chambers observing the Senate and House.  Physicians are asked to bring their own prescription pads.

Also, Emeritus Physicians, who have an active license, are also encouraged to participate. Time slots to volunteer include Monday evenings from 5pm to 9pm, Tuesdays, Wednesdays, and Thursdays from 9am to 3pm, and Fridays from 9am to 1pm throughout the session, as most legislators leave after lunch on Friday. Furthermore, there will also be a schedule of hearings and meetings that deal with health-related issues posted in the First Aid Room. The Physician of the Day is encouraged to attend these meetings, as well.

Physician's House Call on Annapolis (MedChi's Component Medical Societies)

Each year, throughout Legislative Session, MedChi’s component medical societies assemble at MedChi’s Annapolis office to hold their annual legislative meetings. These meetings are opportunities for physicians, through and with their medical society, to meet with their districts' legislators and to observe the session proceedings of the House or Senate. The participating physicians are provided with talking points on issues and bills important to MedChi.
